This guide is not meant to dictate to Witnesses how they conduct a quest, but is a guide to help answer questions you may have about conducting a quest with some suggestions on how both the witness and the player might get the most enjoyment from them.

I believe any member ranked above a Knight who has completed a Quest or Quest Type is a Qualified Witness, since being ranked above a Knight or having more than one title should be a sign that you have proven yourself in some way to have the Special Qualities of a Knight that keeps the Empire Strong.
This is simply a minor safeguard and a motivation to become more than just a Knight.

The Ideal Witness is a player who has completed the Quest or Quest type a player wants to try, since experiencing the quest first hand a witness knows what the player is facing and must accomplish. It also makes it easier to answer questions the player might have about the quest.
(Witnesses should review the Quest to be sure of the requirements before witnessing a Quest)

Being a Witness is in many ways similar to being a DM (Dungeon Master) in games like Dungeons & Dragons.
Each witness will have to use their own judgment in special situations and may or may not choose to add a role playing flavor (acting in character) to the quest they witness. 

In most cases should create a private passworded game separate from the standard DE games. Game names such as DE Quest, Ironman, DE cursed, etc. would be appropriate. This is just to prevent any accidental interference by other Knights who might enter the game.

For Many Quest it is important that only the player attempting the Quest has access to certain areas of the game. At the Witnesses (honorable) discretion they many allow other Knights into the game as long as they do not enter the areas where the Quest is focused or disturb any items that have been drooped in town.
The witness is also allowed to play in Areas outside the Quest Areas if they choose.
In some cases a witness may also "help" a player in a "Hunt" (book, ring, amulet, unique time) Quest but MUST take great care to keep their help minimal.(ex. By killing monsters on other levels and leaving items and for players to find if they start to run out of time...) This can make the quest a race for time.

For "Hunt" type Quest Witnesses should post the Knights Name, Duchy and number of quest items found in 1 hour.

I have tried to divide the Quest into Types to make Witnesses readily available.

"Hunt" Quest: Book, Ring, Amulet, and Unique Item Hunt
"Ironman" Quest: Ironman I, II, and III
"Nightmare" Quest: Nightmare, Caverns Quest, Race to Hell, Death Quest
"Special" Quest: (requires a "Questmaster" of the Quest) Cursed Item Quest, Do or Die
The "Treasure Hunt" is not done in "quest" situation, but any of the items listed found in any game is eligible for an award. Verification should be a screen shot of it unidentified, then identified and the item.

Special Circumstances:

There will be situations where special circumstances will require the witness to make judgment calls in how to continue and credit a quest.
Lag, disconnects and crashed games can sometimes cause some problems in a game. 
If it is appropriate use the SKR server to avoid the Lag.
If a player Times out or gets disconnected the Witness should stop the "clock" in a timed game and give the Knight a reasonable amount of time to return. When the Knight returns he should go directly to the Dungeons without stopping in town (for Ironman type), or be given some time to get reoriented before starting the "clock".
A Witness should try to have a backup Witness available if they're is a chance they will get disconnected and players might want to consider having a back up of their own in case the Witness times out.

Final Notes:

The Bottom Line is to have Fun and the awards mean nothing more than that you have done them. 
Each persons experience will be different due to the random nature of the game and Luck plays a part in all of them. Some will get awards easily and some will have to work for them. I hope no one covets one so much to claim a quest without doing it since the real reward (I hope) is the experience.
